Establishment Division to determine cadre strength, career planning of occupational groups

ISLAMABAD: Following the directives of the Chief Executive Gen. Pervez Musharraf, the Establishment Division has decided to determine the cadre strength and career planning of each occupational group keeping in view the policy of rightsizing.

Sources said that ministries of Information, Communication, Foreign Affairs and CBR have also been asked to submit their suggestions within 20 days for information, postal, foreign service and income tax groups because these are controlled and administered by the above ministries respectively.

The Establishment Division will prepare the report for DMG, police, OMG, and secretariat groups.

The ministries have been asked to submit report on, number of sanctioned permanent duty posts, any increase proposed for encadrement in the group to be duly justified, only federal cadre posts be reported, temporary and short-term vacancies should not be reported and proposal for DTL posts with number of officers posted on deputation, training and long leave during the last five years.

Sources said that the ministries have also been directed to evolve and adopt a proper career management and grooming policy for officers to ensure a balanced blend of filed, staff and instructional experience and exposure.

They have been asked to prepare and forward a draft career progression model for their officers of occupational groups.

The Establishment Division has directed that in future postings would be planned on merit with rotation of officers on field, staff and instructional assignments; tenure to be 2-3 year, with premature transfers avoided except in unescapable circumstances such as promotion, unsuitable, adverse report, selection on a course or foreign assignment; officers be groomed in their field of specialisation, especially at the level of BS-20 by postings in selective fields; and adequate mid-career short-term training and courses in the relevant field be initiated.
