CE chairs NSC, cabinet moot three-ties power sharing to be evolved

Islamabad: Chief Executive General Pervez Musharraf has said that the government wanted to evolve a viable and trilateral system of a balanced re-distribution of responsibility and power between the federation, the provinces and the districts, in view of the requirements and aspirations of the people.
He said this while presiding over the joint meeting of National Security Council and the cabinet here on Wednesday.
He said that National Reconstruction Bureau NRB has been entrusted to propose a system, which is coherent, efficient and that can effectively check corruption.
Decentralisation and devolution of power are being planned to facilitate the general public, and make public servants accountable before the people, he added.
Sources said that the scheduled election of local bodies will be held on new pattern of devolution of powers and concept of district governments.
Minister for Local Government Omar Asghar Khan also submitted his recommendations on proposed election of local bodies.
NRB Chairman Lt. Gen. Tanvir Hussain Naqvi (Retd) gave a comprehensive and detailed briefing to the joint meeting on devolution of power to the grass-roots level and to improve the administration in accordance with the development requirements of the country.
Sources said that the Cabinet has approved the recommendations of the NRB with some modifications.
Gen Musharraf is likely to announce the new system of "district government" on 23rd.
Naqvi informed the Cabinet about the concept, structure and establishment of "model governments " at lower level.
He briefed the meeting about the different aspects of the devolution process for making its implementation most effective.
The chief executive and members of the National Security Council and the Cabinet appreciated the hard and useful work done by NRB chairman and his team.
The provincial governors also attended the meeting on special invitation.
