CBR revises work distribution of customs, CE, ST

RECORDER REPORT

ISLAMABAD: Following merger of customs, central excise and sales tax administration, the Central Board of Revenue has announced revised distribution of work about customs, central excise and sales tax administration.

The Board has distributed work among six sections of administration of customs, excise and sales tax, and transferred second secretaries along with the staff in the concerned administrative sections.

Administration of customs, excise and sales tax (ACE & ST I Section) will deal with all matters relating recruitment and appointment of officers in customs, CE and ST department in BS-17 and above, posting and transfers and leave of officers, promotion and move-over of officers in BS-17 and above, complaints and other related administrative matters of officers such as gradation and disposition lists etc, pension and priority cases of advances.

Administration of customs, excise and sales tax (ACE and ST II Section) will deal with matters relating to BS-11 to BS-16 (executive cadres) including, recruitment and promotion of all executive cadres i.e. superintendent, principal appraiser, senior auditors, auditors, appraisers, deputy superintendents, examiners, inspectors and preventive officers. Other matters include posting and transfers, leaves etc; processing of complaints and to monitor the disciplinary proceedings of executive cadre staff to be taken by the concerned collectorates; all miscellaneous administration matters of executive staff such as seniority and disposition lists etc; updating sanctioned and working strength; pension and priority cases advances of all executive cadres; fight as well as sizing and re-organisation work and Chief Executive and Cabinet and National Security Counsel decisions and monitoring.

Administration of customs, excise and sales tax (ACE and ST III Section) will deal matters relating to creation, continuation and transfer of all posts in customs, CE and ST; coordination work with collectorates and ACE and ST wing; training of officers and staff; logistic support to customs, CE and ST departments, audit and PAC paras; to maintain the updated sanctioned strength of all posts; hiring of office and residential accommodation etc and processing of medical reimbursement claims in respect of officers and officials of customs, CE and ST.

Administration of customs, excise and sales tax (ACE and ST IV Section) will deals with processing of courts and FIA cases in respect of all officers and officials of customs, CE and ST department i.e. preparation of comments for the courts, vetting by the law and establishment divisions, if any, and nomination of standing counsel; processing of disciplinary cases in respect of officers in BS-17 and above and processing of departmental appeals regarding all officers and officials of customs, CE and ST department.

(ACE and ST V Section) will deal with matters relating to processing of budget proposals; cases for allocation of additional funds; reappropriation proposals; monthly expenditure statement and processing of cases for ways and means clearance; reconciliation of final grant and appropriation of accounts.

Administration of customs, excise and sales tax (ACE and ST VI Section) will deal with matters relating to ministerial, computer personnel of customs CE and ST, LDC, UDC, stenographer, stenotypes, computer operator, office supdt, KPO and DEO, data coder, assistants and all other posts in BS-1 to 16 other than executive cadre staff.

Section VI will also deal with posting and transfer of all such staff, processing of recruitment and promotion cases in respect of ex-cadre and computer personal in BS-16; monitor promotion and recruitment process (up to BS-15) to be finalised by the concerned collectorates; monitor complaints and disciplinary proceedings of ministerial and ex-cadre staff to be finalised by the concerned collectorates; framing of recruitment rules and amendments, if any, in respect of all posts in customs, CE and ST department and pension and priorities cases of advance and updating of sanctioned and working strength of such staff.
