PEC bye-laws revisedRECORDER REPORT
KARACHI: The Pakistan Engineering Council (PEC) has announced that PEC bye-laws for the construction and operation of engineering works by foreign contractors, operators and engineering public organisations Ñ acting as clients and employers Ñ have been revised with the approval of the government, a press release said on Friday.
Following are the salient features of the revised bye-laws:
1. Clear definitions have been provided for local as well as foreign constructors and operators.
2. Clients are required not to allow participation of local as well as foreign constructors and operators in building without valid PEC licence.
3. Foreign constructors and operators are required to enter into joint venture with local constructors/operators before registration and grant of licence.
The press release further said punitive action would be taken against the firms as well as employees on violation of PEC Act bye-laws. All foreign firms operating as constructors/operators have been advised to apply for licence at PEC headquarters, Islamabad, and branch offices operating in Karachi, Lahore, Peshawar and Quetta.
