KARACHI: The Quota Supervisory Council (QSC) is creating hurdles in the way of exports, said exporters.

In a letter to the Commerce Minister, Bedwear Exporters Association complained that the QSC issued a circular which says the exporters will have to pay 1 percent penalty in case shipping bill submitted, is delayed.

On March 27, QSC issued a circular, effective from April 1. It says that the exporters will pay 1 percent penalty if the shipping bill is of date later than the date of Bill of Lading in addition to the conditions laid down by the QSC.

The documents submitted should also be verified by Export Promotion Bureau, regional office and approval be obtained from any QSC member.

The exporters complained that the decision of QSC was taken without taking them into confidence. Their laws are causing negative impact on exports.

"We request the minister for his personal interest in this affair and withdraw the circular which penalises the exporters," said the Chairman of PBEA, Shabir Ahmed.

Some times, the Letter of Credits expire for shipment. The exporters got back-dated B/L to avoid unnecessary amendment charges.
