NO. 12(1)/2000-Admn. VII.-- In pursuance of sub-clause (C) of clause 3 of the Resolution No. 12(1)/2000-Admn. VII, dated the 29th July, 2000 and in supersession of this Ministry’s Notification No. 12(1)/98-Admn. VII, dated the 13th April, 1998, the Federal Government is pleased to nominate following as members of the Advisory Council of the Ministry of Commerce for a period of two years:--

RESOLUTION
Islamabad, the 29th July, 2000

ADVISORY COUNCIL FOR COMMERCE DIVISION

No. 12(1)/2000-Admn. VII.-- The Government of Pakistan has decided to reconstitute the Advisory Council for Commerce Division with immediate effect with the following terms of reference and composition, namely:--

TERMS OF REFERENCE
2. The terms of reference of the Advisory Council shall be as follows:--
(1) to advise the Federal Government on trade policies and related administrative procedures and regulations;
(2) to suggest measures for stepping up exports; and
(3) to advise on ways of trade registration, etc.

COMPOSITION
3. The composition of the Advisory Council shall be as follows:--

(A) Officials:

(1) Minister for Commerce Chairman
(2) Secretary Commerce Vice Chairman
(3) Secretary Industries & Production Member
(4) A representative each of the Ministries of Finance, Agriculture and Planning & Development Division Members
(5) Member (Customs), Central Board of Revenue Member
(6) Member (Exports), Central Board of Revenue Member
(7) Chairman/Vice Chairman, Export Promotion Bureau Member
(8) A representative of the State Bank of Pakistan (Central Directorate). Member
(9) CEO, SMEDA. Member
(10) Secretary Industries, Government of the Punjab, Sindh, NWFP and Baluchistan. Members
(11) Joint Secretary (Admn), Commerce Division Member/Secretary

(B) Non-Officials (Elected):

(1) President, Federation of Pakistan Chambers of Commerce and Industry Member
(2) Presidents of Regional Chamber of Commerce and Industry in Pakistan recognized by the Federal Government. Members
(3) Chairman of All Pakistan Associations of Trade and Industry which are recognized by the Federal Government and whose suggestions may be included in the agenda of the Advisory Council meeting. Members

Note:-- The President and Chairman shall include Vice-President and Vice-Chairman acting as President or Chairman for the time being. No other nominees of the trade organizations shall be eligible to participate in the meetings of the Advisory Council or its committees and sub-committees.

(C) Non-Officials (Nominated):
(1) Twelve non-official members to be nominated by the Federal Government.
(2) The Chairman may co-opt additional members in the meetings of the Advisory Council.

TERM OF OFFICE
4. (1) The elected non-official members shall be those who are holding offices of the Presidents and Chairmen of the respective organizations for the time being.
(2) The terms of office of the nominated non-official members shall be two years from the date of their nomination.
(3) The Federal Government shall have the right to remove any person or any organization or the representative of any organization, from the membership of the Advisory Council at any time.

METHOD OF WORKING
5. (1) The Advisory Council shall hold at least two meetings in a year, including one in April or May to provide inputs for budget/trade policy.
(2) The agenda of the Advisory Council meetings shall be issued by the member/Secretary with the approval of the Chairman, who shall have the right to disallow any particular item for inclusion in the agenda or discussion at the meeting.
(3) The items proposed for inclusion in the agenda shall be accompanied by a short note from their sponsors. In the absence of such note, the items normally shall not be included in the agenda.
(4) There shall be no voting at the meeting of the Advisory Council but the general consensus of the members or the specific viewpoints of any individual member shall be recorded in the proceedings of the meetings of the Advisory Council.

SPLITTING UP OF THE COUNCIL INTO COMMITTEES
6. The Advisory Council may have three standing committees, namely, the Export Committee, the Import Committee and the General Committee provided that the Chairman shall have the right to form any number of special committees to deal with specific matters or problems.

EXPENDITURE
7. All expenses of non-official members in connection with the meetings of the Advisory Council or its committees and sub-committees, shall be borne either by the members themselves or by their respective organizations. The expenditure on account of the Government officials, in the Advisory Council shall be borne by the Government departments concerned.

GENERAL
8. The Federal Government reserve to themselves the right to make any changes in the Resolution at any time without notice.
